The Illinois Department of Transportation will host a virtual public meeting at 4 p.m., Wednesday, Sept. 6, to discuss the preliminary engineering and environmental study for the improvement of approximately 2.05 miles of Illinois 2/Illinois 75 (Blackhawk Boulevard) in South Beloit. Project limits extend from Prairie Hill Road to the Wisconsin state line. The meeting will be held online and registration is required to attend. A formal presentation will begin at 4 p.m. followed by a Q&A session where attendees will have the opportunity to provide comments and ask questions to the project team. To request reasonable accommodations, please call (815) 284-5351 no later than 72 hours prior to the meeting.

This Phase 1 Preliminary Engineering and Environmental Study will evaluate rehabilitation/reconstruction to address known deficiencies, improve safety for motorists and pedestrians, and accommodate future traffic projections. Input during the meeting will help IDOT establish improvement strategies. Public questions/comments received from September 6, 2023, thru September 20, 2023, will be included in the Phase I Report document.

The project includes the following:

• Reconstruction Section:
o Reconstruct the Illinois 2/Illinois 75 roadway from the Wisconsin state line to Perry Avenue (southbound) and Hillside Drive (northbound).
o Reconstruct the existing sidewalk on the west side of Illinois 2/Illinois 75 from the Wisconsin state line to Perry Avenue.
o Add a shared use path on the east of Illinois 2/Illinois 75 from the Wisconsin state line to Hillside Drive.
o New traffic signals at Illinois 75 (Gardner Street).
o Drainage improvements.

Resurfacing Section:
o Resurface the Illinois 2/Illinois 75 roadway from Perry Avenue to Prairie Hill Road (southbound) and from Hillside Drive to Prairie Hill Road (northbound).
o Safety and operational improvements at the Prairie Hill Road intersection.
o New traffic signals at Prairie Hill Road.
o Reconstruct the sidewalk ramps from Perry Avenue to Prairie Hill Road (southbound) and from Hillside Drive to Prairie Hill Road (northbound).
