Dear South Beloit Resident:
It has come to the City’s attention that leaves are getting into or being purposely placed into the City’s streets, stormwater inlets and/or drains. We encourage residents to properly dispose of any leaves and debris on and around their property. Open Burning is currently in effect until November 18, 2020. Leaves may be burned during this time as it is yard waste (See S.B. Ord. Sec. 38-7). After the period for Open Burning expires, any leaves and debris should be properly disposed of. Additionally, we urge residents to assist the City in clearing up any leaves or debris that are located in streets, stormwater inlets and/or drains near their property. Clear streets, stormwater inlets and drains will help mitigate water retention and improve the drainage of stormwater.
Please be advised, property owners will receive a Notice of Violation for violations of the below referenced sections if these issues persist. In the event a tenant is found to be putting leaves or debris into the streets, stormwater inlets and/or drains, property owners will receive a Notice of Violation for these violations and will be required to address the matter immediately.
Please see the following section of the South Beloit Code of Ordinances regarding this issue: Pursuant to City Ordinance Sec. 34-111, “[…] it shall be unlawful for any person to (1) Place, deposit, or permit to be placed or deposited, any debris, fill, sand, stone or other solid materials of any kind or nature, or construction of any kind into or across any stream, ditch, culvert, pipe, watercourse or other drainage system […].” (Emphasis added) Furthermore, pursuant to Sec. 86-6, “It shall be unlawful for any person to dump any rubbish, brush or debris or garbage in any street or on any other public property within the city.”
